Knowledge and understanding
After successfully masterring the course, students will be able to:
1. Describe administration system in the European Union, including the role, structure and functions of institutions and other bodies
2. Recognise different types of European policies and various legal sources and principles
3. Define and describe the content of Europeanization of public administration concepts and European administratve space
4. Identify different forms of public services in the EU, agencies and their networks
5. Describe various methods of increasing quality of public administration, especially the European model of quality CAF, quality awards and effect management
6. Describe problems of Europen administration and instruments of good governance which are being developed in the EU and member states as an answer to democratic and implementational deficit
7. Describe main elements of selected European policies
8. Describe criteria and procedure of accession to the EU
Application
After successfully masterring the course, students will be able to:
1. Outline main developmental Eu points in the sense of changes of treaties and main political events
2. illustrate concrete administrative reforms conducted under the influence of the EU and member states and the EU itself
3. select and apply different methods of increasing quality of public administration, including the European quality model, quality awards and effect management
4. Use European legal and administrative standards, especially with regard to civil servants, administrative procedure and judicature and better regulation
Analysis
After successfully masterring the course, students will be able to:
1. Analyse the development of the EU, its institutions and basic legal, political and administrative processes
2. Analyseprocesses of mutual influence between the EU and member states with regard to particular public administration issues (civil service system, administrative judicature, better regulation, quality of public services, public services and agencies)
3. Compare administrative structures on the EU level with those on the level of member states
4. Connect reforms of public administration with th einfluence of European integration
5. Categorise European legal and administrative standards
Synthesis
After successfully masterring the course, students will be able to:
1. Formulate main challenges and problems of European governance
2. Construct basic elements of administrative reforms in member states and candidate states instigated by political integration
3. Formulate changes implemented in Croatian public administration due to the accession to the EU
4. Decide in which areas it is necessary to further develop European legal and administrative standards
Evaluation
After successfully masterring the course, students will be able to:
1. Assess trends in further development of European administrative space
2. Evaluate reforms of Croatian public administration due to the accession to the EU
3. Evaluate legal and administrative standards developed by the EU
4. Compare the process of accession to the EU of various candidate countries and the expected reform of public administration demanded by the EU
