The aim of the course is to introduce the students to the specific language register used in certain areas of public administration and public services and to enable them to independently use literature in English. The first part deals with education in public administration and specific knowledge and skills that need to be acquired. The recruitment of civil servants and the principles that must be respected in this procedure, as well as the recruitment procedure, and the evaluation of the performance of employees are presented in the next chapter. Special attention is paid to administrative ethics, code of ethics and the responsibility and integrity of public servants. The main instrument for the protection of human rights in the European Union, the Charter of Fundamental Rights of the European Union, is also discussed, with special reference to the right to good administration. Models and mechanisms of accountability are further analyzed. The last chapter is dedicated to judicial review of public administration and legislation as one of the most important accountability mechanisms. Special attention is paid to the doctrine of ultra vires and legal remedies in the judicial review procedure, as well as to the characteristics of the procedure. |
