Upravljanje inovacijama u javnoj upravi

Sažetak
U radu se analizira koncept inovacija, posebice inovacija u javnoj upravi (upravnih inovacija) kao novi koncept koji nalazi sve više mjesta u znanstvenoj literaturi, ali i praktičnim nastojanjima međunarodnih organizacija oko popularizacije inovacija u javnoj upravi. Također se pravi razlika između nekoliko temeljnih vrsta upravnih inovacija te pitanja povezana s upravljanjem inovacijama, poput prepreka, neočekivanih rezultata do kojih dovode i drugih sličnih pitanja. Nakon uvodnog poglavlja prvo se ukratko objašnjavaju temeljni pojmovi koji su se rabili i rabe se još uvijek za razumijevanje promjena i upravljanja promjenama u javnim organizacijama i cjelokupnoj javnoj upravi. Nakon toga se posebna pozornost posvećuje upravnim inovacijama i konceptu opakih problema (tzv. wicked problems). Posebno je poglavlje posvećeno praktičnim nastojanjima u vezi s primjenom koncepta inovacija u javnoj upravi. U tom se dijelu primarno obrađuje aktivnost OECD-a u vezi s primjenom i popularizacijom inovacija u javnom sektoru. U zaključnom se poglavlju razmatra mogućnost primjene inovacija u hrvatskoj javnoj upravi. Posebno se analiziraju prednosti i barijere uvođenju inovacija u javnu upravu u Hrvatskoj.

Summary
The paper analyzes the concept of innovation, especially innovation in public administration (administrative innovation or public service innovation) as a new concept that is finding more and more place in scientific literature, but also in the practical efforts of international organizations to popularize innovations in public administration. The paper also distinguishes between several basic types of administrative innovations, namely, innovations in public services and / or policy, organizational, personal, process or management innovations and digital innovations. The paper also deals with the issues related to innovation management, such as obstacles, unexpected results they may lead to (the dark side of innovations), and other similar issues. After the introductory chapter, the paper first briefly explains the basic concepts that were used and are still used to understand changes and change management in public organizations and the entire public administration such as reform, reorganization and modernization of public administration. After that, special attention is paid to administrative innovations and the concept of wicked problems. A special chapter of the paper is devoted to practical efforts regarding the application of the concept of innovation in public administration. This part primarily deals with the activity of the OECD regarding the application and popularization of innovations in the public sector through its Observatory of Public Sector Innovation (OPSI). In the final chapter, the possibility of applying innovations in the Croatian public administration is analytically considered. Particular attention is given to the advantages and barriers to the introduction of innovations in public administration in Croatia.
